These files document Governor Beriah Magoffin's use of the governor's power and privilege to pardon convicts and to postpone or remit fines. Included are petitions for the relief of people convicted of a number of different offenses, from breach of the peace and gambling to assault and murder. Also included is the petition of a man convicted of carrying concealed weapons, who stated that he had purchased them since John Brown's attack on Harper's Ferry, and carried them with the purpose of defending Kentucky against Northern "fanatics."

Beriah Magoffin, a Democrat, served as governor of Kentucky from 1859 to 1862, during the period of the secession crisis and the first years of the Civil War. He resigned after three years in office when, as a result of the hostile political climate, his power and effectiveness as governor were considerably diminished.
